첫 대만 여행이었다. 

지금까지 가본 나라 중(11개국?)에 혼자 여행하기 좋은 나라

간체자를 안 쓰고 번체자를 써서 여행이 그나마 편한

영어도 대충 다들 할 줄 알고.

물가도 착하고. 우리나라의 70%정도인듯?


나에게는 대만하면 보통 '하나의 중국정책에 핵심인 나라, 혹은 애플의 아웃소싱 기업 '폭스콘', 그리고 '혐한' 정도로 알려진 나라였다. 있다그러나 여행하면서 성숙한 시민의식 의식을 느꼈다. 그러나 여행 갔다 와서 안 사실이지만, 보통 대만을 작은 일본이라고 칭하는 사실도 알았다... 음... 이걸 들었을 때는, 설마 뒤에서 뒷담화까는 문화까지??... 

뭐 어쨌든 굉장한 시민의식에 놀랐다. 쓰레기를 함부로 버리는 사람도 없고, 지하철에서 취식은 전혀 안 하고(음료까지도-물론 법으로 금지라고 한다), 사기치는 택시기사도 없었고- 사실 여행하면서 제일 짜증나는 건 택시이다... 

그리고 상생하는 문화. 내가 본 상생하는 문화란,,, (다음에 쓰겠다)




첫째  (09.29)

 



 아침 7 비행기를 타고 대만으로 향했다비행기는 26만원 정도였고다다음날 확인했을  20만원이였다… 그리고 매번 여행  때마다 하는 실수를 반복했다버스 탄다고 생각하고 아침 7 비행기 예약을 했다결국 3시간 정도 자고 4시에 일어나 준비를 하고 엄청나게 피곤한 상태로 대만을 향했다


 아침 도착시간은 대략 9대만의  느낌은 생각이 없었다보통 여행을 하면 어떤 나라에 처음 도착하면 설렘과 전율이 느껴지는 .. 우리나라와 많이 비슷해서 인지 그런 것을  느꼈다비행기에서 내려이지카드를 사고 공항철도를 탔다너무나 우리나라와 비슷했다기온도  차이를  느꼈다습한  빼고는공항철도를 타며 지나치는 풍경은 ' 그래도 여기가 대만이구나'하는 생각이 들게 했다울창한 숲과 우리나라에서   없는 활엽수 계열의 나무들이 즐비했다.







 대만하면 빼놓을  없는 맛집 투어를 준비했다사실 여행을 계획하며 가는 편이 아니다보통 티켓을 끊고출국 전날 대충 찾아보고 도착해서 발품을 팔거나 그냥 즐기는 스타일이다그러나 맛집은 찾는 편이다바로 숙소에 도착해서 전날 먼저 출국한 친구를 기다리고 본격적인 여행을 시작했다. (어디를 갈지는 친구가 준비했다.)







 마침 숙소 근처가 서문 근처여서곱창국수를 아침부터 바로 먹을  있었다과연 대만의  맛은 어떨지… 결과는 쏘쏘였다.  그냥 먹어 볼만한 음식이었다그리고  유명한 밀크티를 먹었다사실 내가 처음 먹었을 때는 그냥 맛있네 이런 수준이었는데친구는 허준 침을 맞고 깨어난 사람처럼 너무 맛있다며 완전 좋아했다.










  관광지는 임각화원이었다아마 청나라 때부터인가개인 소유인 정원을 국가에 기증한 거라고 한다우리나라와 다른 점이 있을까 하는 궁금증으로 갔다좋다식견이 짧아서 그냥 좋다라고 말할 수밖에 없다… 그냥 사진 보기를.

 임각화원을 가는 도중 시장을 지나쳤는데 시장에는 우연히도 맛집이 많았다그래서 임각화원을 보고  시장으로  만둣국과 짜장면 비스무리한 것을 먹었다결과는 굿굿굿그리고 청나라 거리(?) 갔고화산 테마파크를 가서 젊은이들의 크리에이티브한 정열을 느꼈다사실 부러웠다도심 한가운데 이런 공간이 있다는 것에그리고 우리나라였으면 카페만 즐비했을 곳에 다양한 것들이 모여 있었기 때문에그리고 나도 우리나라의 신자유주의와 자본의 논리에 쩔었는지 몰라도 멋진 건물들이 즐비해 있고 공간이 제대로 활용되지 못했을 , ' 여기에 진짜 카페 하나만 있으면 엄청 잘될텐데'라는 자본의 논리와 효율성의 논리..(갑자기 내용이 너무 진중해졌다.-그러나 요즘 이런 생각을 자주한다효율성의 논리에 너무 빠져있지 않나정작 중요한 것은 뭔가사실 대만을 보면서 생각이 많이 들었다효율성의 논리에 밀려 비효율성은 마치 '나쁜' 인듯 취급되는).







이 식당 정말 최고다. 임각화원 근처에 있다



이건 뭔가 싶겠지만,,,, 진짜 맛있다



 그리고 저녁에는 대만 친구를 만나 훠꿔를 먹었다만족그리고 함께 시먼투어를 하고… 가장 문화적 충격이었던 공용화장실굉장히 좋은 건물에 All gender.이라고 써있는 것을 보고 이걸 문화적 포용성으로 받아 들여야 할까 아니면 뭘까라는 생각이 들었다대만 친구에게 물어보니 '건물에 화장실 공간이 없으면 가끔 이렇게도 한다고'.   그리고 대만의  다른 별미인 망고빙수삼대망고빙수9?)였는데맛은 이것도 쏘쏘…  우리나라 맛있는 빙수 집이랑 솔직히 별차이를  느꼈다그래서 친구가 전날 발견했다고  빙수집을 다음  갔다.  이날 걸은 거리를 보니 25키로였다…















대통령제의 특징


1) 단일지도체제

선거에서 단 한 표라도 더 받더라도 나머지 유권자 모두를 대표한다. 선거 방식은 단순 다수제, 결선 투표제가 있다. 


2)승자 독식

단일지도체제이기 때문에 한 명을 제외하고는 나머지는 탈락하게 된다. 그래서 한 명의 대통령이 나머지 대통령 후보의 표를 가져 간다.


3) 이원적 정당성

대통령과 국회의원을 각각 선거를 통해 선출하기 떄문에 서로 다른 정당성을 갖는다.

다만, 국민 전체의 투표를 통해 당선된 대통령은 지지 기반(지역, 이념)에 따라 당선되었다고 볼 수 있는 국회의원보다 정당성을 가지고 있다고 생각될 수 있다. 그래서 이는 위임민주주의로 발전될 위험이 있다.

또한 이원적 정당성으로 인해 교착상태가 발생할 수 이;ㅆ다. 


4)정해진 임기와 안정성

단임제, 중임제와 같이 당선 횟수가 정해져 있고 보통 4~5년 정도의 임기를 갖는다. 국가적 위기 상황이나 개인적 실추로 인해 총리의 신임 여부가 불투명하면 교체하는 내각제와 달리, 아주 특별한(위법한 사항)이 아니고서는 정해진 임기를 채우게 된다.

이로 인해 경직성과 반응성 약화가 나타날 수 있고, 임기 말이 되면 레임덕이 나타나는 현상을 볼 수 있다.


5)유권자의 인지 가능성과 책임성

내각제와 달리 대통령을 직접 국민이 선출하기 때문에 자신이 뽑는 사람이 누가 대통령이 될지 알 수 있다.

Our minds are no less inventive, our goods and services no less needed than they were last week, or last month, or last year. Our capacity remains undiminished. But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions -- that time has surely passed. Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

For everywhere we look, there is work to be done. The state of our economy calls for action, bold and swift. And we will act, not only to create new jobs, but to lay a new foundation for growth. We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together. We'll restore science to its rightful place, and wield technology's wonders to raise health care's quality and lower its cost. We will harness the sun and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age. All this we can do. All this we will do.

Now, there are some who question the scale of our ambitions, who suggest that our system cannot tolerate too many big plans. Their memories are short, for they have forgotten what this country has already done, what free men and women can achieve when imagination is joined to common purpose, and necessity to courage. What the cynics fail to understand is that the ground has shifted beneath them, that the stale political arguments that have consumed us for so long no longer apply.

The question we ask today is not whether our government is too big or too small, but whether it works -- whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public's dollars will be held to account, to spend wisely, reform bad habits, and do our business in the light of day, because only then can we restore the vital trust between a people and their government.

Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched. But this crisis has reminded us that without a watchful eye, the market can spin out of control. The nation cannot prosper long when it favors only the prosperous. The success of our economy has always depended not just on the size of our gross domestic product, but on the reach of our prosperity, on the ability to extend opportunity to every willing heart -- not out of charity, but because it is the surest route to our common good.

As for our common defense, we reject as false the choice between our safety and our ideals. Our Founding Fathers -- (applause) -- our Founding Fathers, faced with perils that we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man -- a charter expanded by the blood of generations. Those ideals still light the world, and we will not give them up for expedience sake.

And so, to all the other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born, know that America is a friend of each nation, and every man, woman and child who seeks a future of peace and dignity. And we are ready to lead once more.

Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with the sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

We are the keepers of this legacy. Guided by these principles once more we can meet those new threats that demand even greater effort, even greater cooperation and understanding between nations. We will begin to responsibly leave Iraq to its people and forge a hard-earned peace in Afghanistan. With old friends and former foes, we'll work tirelessly to lessen the nuclear threat, and roll back the specter of a warming planet.

We will not apologize for our way of life, nor will we waver in its defense. And for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken -- you cannot outlast us, and we will defeat you.

For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus, and non-believers. We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace.

To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect. To those leaders around the globe who seek to sow conflict, or blame their society's ills on the West, know that your people will judge you on what you can build, not what you destroy.

To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history, but that we will extend a hand if you are willing to unclench your fist.

And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to the suffering outside our borders, nor can we consume the world's resources without regard to effect. As we consider the role that unfolds before us, we remember with humble gratitude those brave Americans who at this very hour patrol far-off deserts and distant mountains. They have something to tell us, just as the fallen heroes who lie in Arlington whisper through the ages.
